Red River Coal Company, Inc. is applying for Phase III bond release on Increments 4, 5, 6, 10, 11, 12, 13, 14 and 15 containing 280.76 acres and deleting Increment 9 that was undisturbed and unbonded on Permit No.1100033 located in Wise County approximately nine miles north of Norton, VA near the headwaters of Guest River. This permit consists of 459.09 acres. The Applicant is requesting that the current total bond amount of $450,300.00 in the form of insurance surety posted for this permit be reduced by $245,400.00.

This bond reduction request is based on the following Phase III reclamation:

1. Increments 4, 5, 6, 10, 11, 12, 13, 14 and 15 containing 280.76 acres has been revegetated since 2017 and has passed a vegetation study

2. Increment 9 containing 13.29 acres has not been disturbed or bonded and is being deleted

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of September 25, 2026 submit written comments or objections concerning this bond reduction, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
