SIDEWALK PROJECT
    Separate sealed Bids for the construction of the Town of Big Stone Gap Proctor Street Sidewalk Project will be received by the Town of Big Stone Gap, in its offices at 505 East 5th Street South, Big Stone Gap, Virginia 24219, until 10:00 a.m. local time on July 30, 2026, at which time the Bids received will be publicly opened and read aloud.
    The project involves the construction of approximately 1,200 LF of new 5’- 6’ reinforced concrete sidewalk and related improvements.
    Total Bid Price shall be the sum total of all individual unit price bid items and lump sum items. The Project is funded through the Virginia Department of Transportation (VDOT), State Project Number U000-101-128, Federal Project Number
HISP-5101-123, UPC #113764.
    Because construction of this project is financed, in whole or in part, by the identified agency, the construction contract is subject to the requirements of the respective agency. The Contractor's attention is directed to the funding agency conditions and provisions included in this document. The Contractor shall be subject to all requirements of the funding agency conditions and shall be thoroughly familiar with all such provisions. If any conflict shall arise between state or local contract language and federal rules, the federal-aid or most conservative approach must be taken.
    All contractors and subcontractors are required to have VDOT Prequalification to submit a bid. MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the President’s Executive Order 13658 regarding minimum wages on federal funded construction contracts; the Civil Rights Act of 1964; the Davis-Bacon Act; and 23CFR Section 635.410(b) “Buy America” for all iron and steel products permanently incorporated into the work. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
     The successful Bidder and its subcontractors shall comply with provisions of the Davis-Bacon Act and Related Acts. Federal minimum wage laws are applicable to all construction contracts in excess of $2,000. The Davis-Bacon Act stipulates that all laborers and mechanics employed by the successful Bidder or its subcontractors on federally assisted projects shall be paid wages at rate not less than those prevailing on similar construction in the area as determined by the Secretary of Labor.
    The use of iron and steel products that are produced in the United States is required for this project. All iron and steel products to be permanently incorporated for use on federal aid projects shall meet the requirements of 23CFR Section 635.410(b) “Buy America” and shall be produced in the United States of America regardless of the percentage they exist in the manufactured product or final form they take.

Prospective Bidders may examine and obtain the Bidding Documents at the Issuing Office on Monday through Thursday, between 7:30 am and 5:30 pm. Prospective Bidders may also examine copies of the Bidding Documents provided by the Issuing Office. Electronic copies of the contract documents may be obtained from QuestCDN at

     Printed copies of the Bidding Documents may be obtained from the Issuing Office during the hours indicated above, upon payment of $200 (non-refundable) for each set. Checks for Bidding Documents shall be payable to Rinker Design Associates LLC. Upon request and receipt of the document deposit indicated above, plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for any full or partial set of Bidding Documents, including any Addenda, obtained from sources other than the Issuing Office or the QuestCDN Plan Room.
     A Pre-bid Conference will be held at 10:00 a.m. local time on July 16, 2026, at the Town Municipal Building, 505 East 5th Street, South, Big Stone Gap, Virginia 24219. Attendance at the pre-bid conference is highly encouraged; however, is not
mandatory.
     Bid security shall be furnished in accordance with the Instructions to Bidders.
