The Town of Coeburn (Town) invites Statements of Qualifications (SOQ)

REQUEST FOR GENERAL ENGINEERING & RELATED SERVICES STATEMENTS
OF QUALIFICATIONS
The Town of Coeburn (Town) invites Statements of Qualifications (SOQ) from qualified firms/individuals for professional engineering and architecture services in support of the Town’s projects on an open-end basis. Professional services are required to support the planning, design, permitting, bidding, resident project representation, construction administration, architecture, and related services in support of various projects within the Town and areas of Wise County served by the Town. Projects may be funded by, however are not limited to, the Virginia Department of Health, Virginia Department Housing and Community Development, Virginia Department of Environmental Quality, Virginia Department of Transportation, USDA Rural Development, other state and federal agencies and other sources of funds.
SOQ will be considered based on the following criteria:
1. Experience and qualifications of personnel.
2. Understanding of work and familiarity with the Town of Coeburn.
3. Experience working with Rural Development, Virginia Department of Health, Virginia Department of Environmental Quality, and Virginia Department of Housing and Community Development.
4. Current workload/ability to respond.
5. Location of offeror’s principal office and proximity to the Town of Coeburn.
Firms will be ranked based on the above criteria and may be requested to provide more information or conduct a presentation. One firm will be awarded a one-year open-end contract renewable for four additional one-year terms. Negotiations will then take place for each individual project.
If a contract is satisfactory and advantageous to the Town and can be negotiated at conditions considered fair and reasonable, the project-specific award shall be made to that firm. Otherwise, negotiations with that firm shall be formally terminated and negotiations with another selected firm, where applicable, will be conducted. If no satisfactory contract is reached with the selected firm(s), the Town reserves the right to re-advertise for SOQ.
This request is extended without regard to race, color, religion, sex, national origin, marital status, age, or physical or mental handicap. The selected firm(s) will be required to comply with state and federal requirements, including, but not limited to:
1. Section 504 of the Rehabilitation Act of 1973;
2. Virginia Fair Employment Contracting Act of 1975;
3. Civil Rights Act of 1964;
4. The Americans with Disabilities Act (ADA of 1990);
5. The Virginians with Disabilities Act;
6. The Virginia Public Procurement Act (VPPA);
7. Age Discrimination Act of 1975; and
8. President’s Executive Orders #11246, #12138 and #11625.

SOQ will be received by Mr. Jimmy Williams, Town Manager, 403 2nd Street N.E. Coeburn, Virginia 24230, no later than 3:00 P.M., on Wednesday, May 27, 2026. Three copies shall be provided, and each submittal must be clearly marked “GENERAL ENGINEERING & RELATED SERVICES FOR TOWN OF COEBURN”.
Faxed or electronic submittals and submittals received after the deadline will not be considered.
By signing its SOQ, the offeror certifies that it does not and will not during the performance of this contract violate the provisions of the Federal Immigration Reform and Control Act of 1986, which prohibits the employment of illegal aliens. The Town reserves the right to accept or reject any or all submissions and to waive any formalities or technicalities it deems appropriate. Small, minority-, and women-owned firms are encouraged to submit SOQ.
