     Red River Coal Company, Inc. of P.O. Box 668, Norton, Virginia 24273 is applying to Mine Land Repurposing to renew NPDES Permit Number 0080876 in order to continue the operations at the following location: On Phillips Creek approximately 1.7 miles south of Flat Gap off State Route 627, and on Roaring Fork approximately 2.6 miles north of Dunbar, in Wise County and is located on the Flat Gap, VA-KY USGS quadrangle map.  

    Drainage and wastewater resulting from the mining operation will be discharged through approved sediment control to Phillips Creek and South Fork Powell River.

  The permit boundary is shown on the Surface Water Hydrology Map in Section 21.2 of the renewal application.

   Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of April 24, 2026 submit written comments or objections concerning this application, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
