Paramont Contura, LLC, 5703 Crutchfield Drive, Norton, Virginia 24273 is applying to the Mined Land Repurposing Program for a Phase II bond reduction on Permit No. 1202189 at the following location: Wise County, 1.0 mile north of Coeburn off State Route 652 on Toms Creek. This permit consists of 7.00 acres bonded under Cost Estimate Bond. As provided by 4 VAC 25-130-800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting that the current total bond amount of $69,500.00 in the form of insurance surety posted for Phase II will be reduced by $59,500.00.

This bond reduction request is based on the following Phase II reclamation: The areas proposed for bond release have been reclaimed, revegetated, and the post-mining land use of unmanaged forest/undeveloped land and commercial land use have been achieved. The most recent reclamation work was completed March 2022.

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of June 4, 2024 submit written comments or objections concerning this bond reduction, and may also request, in writing, that Mined Land Repurposing hold an Informal Conference concerning this application.
