BEAR CREEK WATERLINE EXTENSION PROJECT

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Bear Creek Waterline Extension Project will be received at the office of the Wise County Public Service Authority, until 1:00 PM local time on June 27th, 2023 at which time the bids received will be publicly opened and read.

The project consists of installation of approximately 2,450 L.F. of 6” PVC waterline, 800 L.F. of 2” PVC waterline, 1980 L.F. of 3/4” CTS waterline, 25 L.F. of 16” steel casing, 11 customer connections, two (2) fire hydrant assemblies and associated waterline appurtenances.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis. The project is funded through the Appalachian Regional Commission.

Pursuant to Virginia Public Procurement Act Section 2.2-4330.B.1: The bidder shall give notice in writing of his claim of right to withdraw his bid within two business days after the conclusion of the bid opening procedure and shall submit original work papers with such notice.

MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President's Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President's Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964, the Davis-Bacon Act; and Section 436 of P.L. 113-76 American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

Prospective bidders may examine Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 am - 4:30 pm. Bidding Documents may also be examined and purchased through TRASCO at

A non-mandatory pre-bid conference will be held at 10:00 AM local time on June 13th, 2023 at the Wise County Public Service Authority. 5622 Industrial Park Road, Norton, Virginia 24273. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid security shall be furnished in accordance with the Instructions to Bidders.
