Red River Coal Company, Inc. of P.O. Box 668, Norton, Virginia 24273 is applying to the Virginia Division of Mined Land Reclamation for Phase III bond release on Increment No.3 and Increment No.6 consisting of 756.24 acres. The post mining land use of unmanaged forest has been met due to the completion of regrading and revegetation in 2013 that has had 9 growing seasons and is shown by the passing vegetation study. Permit Number 1101760 is located as follows:
The Backbone Ridge Surface Mine is in Wise County, approximately six miles northwest of Norton on Rogers Ridge and Amos Ridge off Route 620. The permit area is located west of the headwaters of Powell River and just east of Roaring Fork, and extends north to the vicinity of the headwaters of Phillips Creek and south to the headwaters of Canepatch Creek.
The permit area is located on the Flat Gap and Norton USGS quadrangle maps.
This permit consists of 1525.97 acres, which are bonded for $1,408,000.00 in form of insurance surety and is covered under the Virginia Coal Surface Mining Reclamation Fund. As provided by §4VAC25-130-800.40 and §4VAC25-130-801.170 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting a Phase III bond reduction of $297,800.00 on Increment No.3 and Increment No.6 consisting of 756.24 acres; backfilling and regrading requirements have been met.
Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of October 19, 2021 submit written comments or objections concerning this bond reduction, and may also request, in writing, that the Division of Mined Land Reclamation hold an Informal Conference concerning this application.
