REQUEST FOR QUALIFICATIONS GENERAL BOND COUNSEL SERVICES CITY OF NORTON, VIRGINIA
CITY OF NORTON, VIRGINIA
The City of Norton (City) invites Statements of Qualifications (SOQ) from qualified firms/individuals providing professional bond counsel services in support of the City's projects on an open-end basis. Bond counsel is required by most funding agencies for legal services associated with municipal bonds, parity, and loan closing through the Virginia Resource Authority, USDA Rural Development and any other funding as acquired by the City.
Statements of Qualifications will be considered based on the following criteria:
1. Experience and qualifications of individuals available for assignment.
2. Location of offeror's principal office and proximity to the City of Norton.
3. Relevant experience in providing similar services.
4. Past work for the City and nearby municipalities.
5. Capability to perform services in a timely manner.

One (1) original and two (2) copies of the SOQ must be submitted in a sealed envelope/package marked “City of Norton General Bond Counsel Services” addressed to the Fred L. Ramey, Jr., City Manager at 618 Virginia Ave NW (Carrier) or Post Office Box 618 (Mail), Norton, Virginia 24273. SOQ's shall be received no later than 3:00 p.m. (local prevailing time) on Tuesday, October 27, 2020. SOQ's received after the above date/time will be rejected and returned to the offeror unopened. It is the responsibility of the offeror to ensure that its SOQ is received at the appropriate location and by the designated time. As this is a formal invitation, no faxed or electronic SOQs will be accepted.
Offerors will be evaluated based on the factors outlined in this Advertisement. Informal interviews may be conducted. Following the evaluation process, offerors will be ranked, and negotiations will begin with the top-ranked offeror. If an agreement is satisfactory and advantageous to the City and considered fair and reasonable, the award shall be made to that offeror. Otherwise, negotiations with the offeror ranked first shall be formally terminated and negotiations conducted with the offeror ranked second, and so on until a satisfactory agreement is reached.
This request is extended without regard to race, color, religion, sex, national origin, marital status, age, or physical or mental handicap. The selected firm will be required to comply with the federal requirements, including, but not limited to:
1. President's Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin
2. Section 504 of the Rehabilitation Act of 1973
3. Virginia Fair Employment Contracting Act of 1975
4. Civil Rights Act of 1964
5. The Americans with Disabilities Act. (ADA of 1990)
6. The Virginians with Disabilities Act
7. The Virginia Public Procurement Act (VPPA)
8. Age Discrimination Act of 1975
By signing its SOQ, the offeror certifies that it does not and will not during the performance of this contract violate the provisions of the Federal Immigration Reform and Control Act of 1986, which prohibits the employment of illegal aliens.
The City reserves the right to accept or reject any or all submissions and to waive any formalities or technicalities it deems appropriate.
